While improving its legal systems, China must try to advance its national development to encourage the national spirit, according to a member of China's top advisory body.
Zhang Lichen, a member of the National Committee of the Chinese People's Political Consultative Conference, said, �We must guide people to set a correct moral concept in order to prevent and reduce crimes.�
He noted that cultural progress must be taken as a strategy. He warned that the outstanding traditional culture of the Chinese nation is losing its influence gradually among the younger generation, whereas �foreign garbage� is publicized as an advanced culture.
�So, we must have a clear idea of what is the �cream� and what is the �dreg',� he said.
