Liu Qi, ethnic Han, native of Wujin, Jiangsu Province, born in November 1942. Joined the CPC in September 1975 and began working in June 1968. Graduated from the Metallurgical Department of Beijing Institute of Iron and Steel Engineering, majoring in iron smelting. With a postgraduate education. Senior engineer with a rank equivalent to professor.
