The Fourth Session of the Ninth National People's Congress (NPC) received 1,040 motions as of 6 p. m. of March 10, including 25 tabled in the name of NPC deputy delegations and 1,015 by groups of at least 30 deputies.
He Chunlin, deputy secretary general of the current session of the Ninth NPC, delivered a report on the motions to the third meeting of the presidium of the current NPC annual session Wednesday, saying that the number of the motions is the largest ever since the first session of Ninth NPC, convened in 1998.
He said that the contents of the motions cover a wide range of areas, including how to promote reform, opening-up and modernization, how to strengthen agriculture as the foundation of the economy, how to increase the income of peasants and how to lighten their burdens, how to carry out strategic adjustment of economic structure, how to further industrial reform, regrouping and structural upgrading, how to develop high technologies, and how to implement the great western China development strategy.
NPC deputies also offered their recommendations as to how to develop the country in a sustainable manner, how to protect and rationally use resources, how to protect the environment, how to improve the quality of opening up, how to improve the people's living standards, how to build a social security system, and how to promote democracy, how to improve the country's legal system and how to govern the country by law.
Other motions cover such areas as anti-corruption, the building of a clean government, the promotion of socialist cultural progress, the safeguarding of social stability and the pushing forward of the reunification of the motherland, He said.
He said, most motions focus on the formulation of oversight law, property right law, education-through-labor law, judicial expert testimony law, the revision of the company law and the agricultural law, the formulation of anti-dumping law, population and family planning law, and animal husbandry law.
According to the provision of the NPC organic law and the rules of procedure of NPC, 268 of the 1,040 motions are qualified to be submitted to NPC special committees for examination and the remaining 772 will be transferred to government departments concerned. Government departments concerned are required to give replies to the motions.
