China Blacklists Bribers

Most Chinese procuratorial organs at provincial level have put on-line a list of convicted bribers, making such information available for public inquiry, top prosecutor Jia Chunwang said in Beijing Saturday.

Listed are individuals or organizations that have been convicted of bribery or bribery-related crimes since 1997 in the sectors of construction, finance, education, health and government procurement, said Jia, procurator-general of the Supreme People's Procuratorate, in his work report to the annual session of the parliament.

By the end of January, 2006, inquirers have consulted bribery-related information on 954 organizations and 42 people, Jia said.

Individuals or organizations that can legitimately identify themselves are allowed to search for information of the list via an on-line retrieval system after making written application to the procuratorial organs.

The retrieval system will help guard against reoccurrence of similar crimes, said Xu Zhihui, a deputy to the 10th National People's Congress (NPC), or the parliament, on the sidelines of the fourth annual session.

But analysts here said there is a still long way to go before the system becomes perfect after all information provided by local procuratorial organs is inter-linked and the inquiry procedures are simplified.
