Li Hongzhang, who was negotiating
with the Allied Forces on surrender of the Qing troops, sent
a telegram to Ting Yong, Acting Governor-General of Zhili Province,
who was guarding Baoding, warning him "not to resort to military
provocation rashly, or unexpected disaster will be triggered
off." Ironically, Ting was arrested when he led officials to
welcome the Allied Forces into the city. |
