Major Tasks and Specific Measures:

1. Strengthen river embankment building and river way management, give priorities to rivers and river stretches with frequent flood disasters, dense population or important protecting objects. Coordinate the relationship between upstream and downstream, between main and tributary courses, and between regions and water basins. Make scientific design of river embankment, make the best use of the circumstances, and seek gains and avoid losses in accordance with the specific situation of individual rivers. On the basis of securing flood control, importance shall be given equally to the comprehensive utilization of water resources and ecological needs. Efforts will also be made to maintain the natural shape of river ways and promote the harmonious coexistence between human beings and water resources.

2. On the basis of consolidating the achievement attained from repairing and reinforcing medium and large-sized reservoirs to eliminate risks, the repair and reinforcement of small reservoirs will be accelerated, so as to eliminate the hidden danger concerning reservoir safety, restore the capacity of flood-controlling reservoirs, and enhance the capability to control water resources. Meanwhile, coordinate the arrangement of repairing and reinforcing dilapidated medium and large-sized floodgates.

3. Strengthen the management of key protective embankments in the areas of Dongting Lake and Poyang Lake, carry out safety facility construction and embankment reinforcement in key flood storage and detention areas, and properly arrange the resettlement of local inhabitants. Speed up the development of flood storage and detention areas for other major rivers.

4. Improve non-engineering flood control measures. Locate more regional weather radar stations and automatic weather stations in areas that are exposed to frequent floods, promote the construction of hydrographic survey station infrastructures, improve flood alarming communication system for small and medium-sized reservoirs, and formulate and improve flood control pre-schemes for small and medium-seized rivers and reservoirs.

5. Carry out investigation and assessment of mountain torrents-triggered geological disaster threats, so as to get a full picture of disaster threats such as mountain torrents, mudslide, landslip and avalanches in key areas. Improve the monitoring and early warning system as well as the mass monitoring and prevention system, speed up the process of moving inhabitants from dangerous areas, and strengthen management in key areas.

6. Strengthen the comprehensive ecological improvement in areas exposed to frequent disasters, and make efforts to restore the function of these eco-systems. Continue to implement key ecological projects such as protecting natural forests, converting farming land back to forestry, converting grazing land back to grassland, as well as soil conservation, promote the efforts to forest and grass vegetation protection and restoration, and push forward prevention and control of soil erosion. Strengthen ecological monitoring, forbid or strictly restrict inappropriate resources development and construction activities, severely punish illegal actions such as unrestricted and illegal logging, reclaiming farmlands from forest and grasslands, destroying wetlands, illegal occupation of rivers and lakes, reclaiming farmlands from lakes, illegal sand mining and etc, with a view to prevent ecological destruction and pollution from the source .

Management of small and medium-sized rivers and mountain torrents-triggered geological disasters prevention and control are arduous tasks, which bears great responsibilities. We need to stick to the principle of planning first and step up efforts to formulate the Overall Plan for Small and Medium Sized River Management, Dilapidated Small and Medium Sized Reservoir Reinforcement, Mountain Torrents-triggered Geological Disasters Prevention and Control, and Comprehensive Ecological Improvement in Disaster-prone Regions. We will rely on planning as basis and give balanced consideration to the implementation of various tasks, including large rivers and small and medium-sized rivers management. We will enhance the coordination between policies and funding, promote various construction projects in an orderly manner, and ensure that the master plan is scientific and binding, and its' implementation will be effective. The Central Government will intensify efforts in guidance, coordination and funding, further adjust the fiscal expenditure mix and budgetary investment mix, increase government investment, channeling construction funds through diversified ways, strengthen construction management and supervision and ensure all the tasks will be implemented in a down-to-earth manner. We will further enhance capacity building for relevant institutions, teams, talented people and science and technology, improve the comprehensive management system for disaster control and prevention, include disaster control and prevention knowledge and skill into the national education system, greatly enhance the awareness and ability of disaster prevention and reduction for the whole society, strictly implement various obligatory disaster-avoiding measures and avoid haphazard urban expansion and excessive development. Governments at provincial, autonomous regional and municipal level should take the major responsibility, build and improve target responsible system, performance assessment system and accountability system, increase the proportion of this task in assessing government officials so as to delegate the responsibilities to grass roots, units and individuals.
